Members
You must first obtain your license from the Delaware Real Estate Commission. After you receive your license, you need to fill out the SCAOR® membership application.
To get a real estate license in Delaware, you need to follow these steps:
- Finish a 99-hour pre-licensing course approved by the Delaware Real Estate Commission.
- Pass a two-part standardized licensing exam given by a professional testing service.
- Submit an application to the Delaware Real Estate Commission within one year of finishing the pre-licensing course and pay the required fees.
- Submit an affidavit confirming you haven’t engaged in any actions that could result in discipline.

NAR is a member-led trade association involved in all aspects of the residential and commercial real estate industries across America. For more than 100 years, the National Association of REALTORS® has served to preserve, protect and advance the right to real property for all. As your trade association, NAR works with your local and state associations to help members get to, and execute, their next transaction, protect the reputation and future of the industry, and provide tools and resources that would be difficult to obtain on your own.
Licensees in a REALTOR®-participating firm qualify to hold REALTOR® membership. This ensures every licensee in the firm follows the REALTOR® Code of Ethics, can represent themselves as a licensee who is a REALTOR®, and benefits equally from the resources and services provided by their local and state associations, and the National Association of REALTORS®.
Licensees who elect not to join are not personally subject to membership dues; however, the broker principal’s dues amount will account for the number of licensees in the firm who are not REALTORS®. This is because many of the Association benefits provided to the broker principal extend to their entire firm. Under the Board of Choice policy, licensees who are REALTORS® may join any local board where their broker holds membership as their primary association.
If you are not a REALTOR® member at the national level, you cannot be a member of your local or state associations. You also lose benefits that help you navigate the market with confidence, serve clients with credibility, stay protected from legal and regulatory risks, and utilize tools and data that help your business. These benefits include:
- The right to use the REALTOR® trademark;
- Access to resources and tools, like the Metro Market Statistics Dashboard and RPR®—the most cutting-edge real estate platform;
- Educational opportunities and specialized credentials—which help you advance in your career; and
Most importantly, protection of the Code of Ethics—which sets REALTORS® apart from nonmembers in the eyes of consumers.
You must renew your license through the Delaware Real Estate Commission. Several weeks prior to the expiration date of the permit, you will receive a renewal notice via email to the address on file. The notice will provide instructions on how to access the online renewal application. To finish the process, you will need to pay your renewal fee using a credit card.

If you are unsure about the CE credits required, you can check our checklist for clarification. If you don’t have a certificate, follow these steps to download and print it:
- Visit www.scaor.com
- Click on Member Portal
- Log in to your account
- Go to Events
- Select My Classes
- Scroll down to find the class you need
- Click on Details
- On the right side, click on the download certificate button.
Please note that the DREC will accept the certificate without a signature.

To change your realtor affiliation with the SCAOR, you need to fill out the SCAOR Realtor Change Form. Both the releasing broker and the new broker must sign the form for it to be considered valid. In addition, SCAOR requires either a copy of the forms submitted to the state or a confirmation email from Delpros, if you completed the change process online. Please note that there is a $50 fee for office transfers.
To become inactive at SCAOR, you need to fill out the SCAOR Realtor Change Form and have it signed by your broker. Additionally, you must provide SCAOR with a copy of the documentation submitted to the state to make your license inactive. This can either be a copy of the physical forms or the Delpros confirmation email if the process was completed online. Note that there is no cost associated with becoming inactive.
No. REALTOR® means member of the National Association of REALTORS®. Therefore, all REALTORS® belong to the National Association of REALTORS® and agree to abide by the Code of Ethics.
To maintain a REALTOR® membership, members must uphold high ethical standards and pay local, state, and national association dues and assessments. There is no ability to bifurcate membership between local, state, or national associations.
The three-way agreement is a dynamic membership structure that unifies the local, state, and national associations and provides value at every level. The associations collaborate to provide support and resources that enable you to deliver more for your clients.
This includes local market expertise and professional development, a unified advocacy platform at all levels of government and industry influence, expert research, a shared Code of Ethics, and cutting-edge tech, legal and risk management tools. Without each level of membership, the benefits members receive wouldn’t be possible.
NAR, along with local and state associations, established the three-way agreement. This federated structure enables the REALTOR® organization to have a unified, powerful voice that influences public policy and leverages its combined resources to protect your business, uphold ethical standards, strengthen the REALTOR® brand, and elevate the real estate industry.

Yes. Dual, or secondary, membership means you can join additional REALTOR® associations beyond your primary one. Secondary members enjoy the same local privileges and voting rights as primary members, provided they remain active. If primary status is dropped, any secondary memberships automatically become inactive unless the member chooses one of those as primary.
Association membership and MLS access are two different things.
- Membership makes you a REALTOR® and gives you the Code of Ethics, advocacy, education, research, REALTOR® Property Resources (RPR®), legal resources and the power of the REALTOR®
- MLS access is a separate service—it’s the platform where you can list and see properties, see and use market data for purposes like valuations and research, and cooperate with other brokers.
Membership is your professional identity; MLS is a business tool.
Membership dues
Dues for all members shall be payable annually in advance by October 31.
For 2026, NAR membership dues remain unchanged at $156, plus a $45 special assessment, for a total of $201. Sussex County Association of REALTORS® dues are $290, and Delaware Association of REALTORS® dues are $200. The total amount is $691.
SCAOR will email an invoice at the end of September each year to your address on file. Members can pay by Oct 31st.
The Sussex County Association of REALTORS® will automatically receive an invoice for payment at their email address on file with the Association. An invoice may also be located in the "My Billing Info" option on the left side navigation of each member's Portal.
Generally, REALTOR® membership dues are non-refundable, even if you leave the association mid-year. For more information, review our By Laws February 2025.
Because of the Three-Way Agreement which allows you to pay once and enjoy benefits at the local, state and national levels.

No. REALTORS® Political Action Committee (RPAC) investments are voluntary but strongly encouraged and effective—they support candidates from both parties who support real estate and property rights.

Dues are generally not prorated. However, if you are joining as a brand-new member or rejoining after more than a year without active membership, prorated dues may apply.
Affiliate Partners
Affiliate members are individuals who are in a profession with interests in real estate-related information. Examples of affiliate members include builders, mortgage company officials, title company representatives and home inspectors.
Fill out the affiliate membership application form and email or fax it to the SCAOR® office along with appropriate payment. Memberships range from individual gold to diamond with fees ranging from $400 to $1,200 annually. We ask that you please provide all requested information so that we may contact you and promote your business throughout the year.
Consumers
It wouldn’t be just to single out one REALTOR® from our close to 1500 member pool. To assist in your search, you can utilize our search engine or perform a quick internet search by entering the location of your desired land or home and adding “top realtor producers.”.
In the event of a suspected breach of real estate law, it is recommended that you reach out to either the Delaware Real Estate Commission or a Delaware real estate attorney. Note that filing a complaint with either of these entities does not prevent you from filing a case with the SCAOR Board office. However, any proceedings here at the Board office will be temporarily suspended until a decision has been reached by the Delaware Real Estate Commission or the Delaware court.
